That event 25269 in the Event Viewer on Windows Server, it flags when somebody runs the Remove-ContentFilterPhrase cmdlet in Exchange. Basically, it logs the moment someone deletes a phrase from your content filter rules. You see, those rules block emails with certain words to keep spam out or enforce policies. But if a user or admin issues that command, poof, that phrase gets scrubbed from the list. It could be legit, like updating filters, or sketchy if unauthorized.
