Happens when an admin runs that command to change stuff like voice mail settings or call answering rules for users. I mean, it's not some random glitch; it's a deliberate action, logged right there under the Microsoft-Exchange-Management/Operational channel. You pull up Event Viewer, filter for that ID, and boom, details spill out-who did it, from which IP, at what time. Kinda sneaky if you think about it, 'cause without watching, you might miss policy shifts that mess with email flows.
