Man, that event ID 25688 in Windows Server Event Viewer pops up whenever someone fires off the New-CompliancePolicySyncNotification cmdlet in Exchange. It basically logs the moment that command gets issued, you know, to keep tabs on compliance policy syncs happening in the background. I always check it because it tells you exactly who triggered it and when, like a timestamp with user details attached. Without it, you'd miss these quiet updates that keep your Exchange setup in line with policies. And it shows up under the Microsoft-Exchange-Compliance/Operational log, super specific to those sync notifications.

You can monitor this thing easily without getting into code. Just open Event Viewer on your server, and head to the Windows Logs or Applications and Services Logs section. Filter for ID 25688 right there in the interface, it'll show you all instances. To get email alerts, attach a task to it using the built-in scheduler from Event Viewer. Right-click the event, create a task that runs on match, and pick an action to send a mail through your SMTP setup. I do this all the time; it pings your inbox instantly when it happens, no hassle.

Hmmm, or if you want it hands-off, set the task to trigger only on that exact event source. Make sure your server has email configured, and boom, you're alerted. It saves you from constant checking, especially if compliance stuff is critical for you.
