It's like the server telling you it just fired off a command to tweak or refresh something behind the scenes. Usually tied to services handling updates, maybe WSUS or replication stuff, it logs this whenever an admin or automated task pushes that UP action. You see it in the Event Viewer under System or Applications, depending on setup. And it details the action_id as UP, which flags the exact update type being issued.
