It polls around, checking if anything's changed in the active setup, and when it finds zilch different, it logs this message saying no changes detected. Basically, it's like a routine heartbeat, happening every so often to make sure your secure connections stay steady without surprises. I see it pop up a lot on servers handling VPNs or encrypted traffic, just confirming everything's chill.
